The facility is in the US (and some federated part in the EU). But anyone can use. I use it from Hungary, as my university applied for access due to a project. You (or probably your professor, research group leader) should ask for access. Once you have a project, you can easily manage memberships, i.e., adding/removing students/researchers, whatever. The process is quite straightforward, however i don’t know how long does it take.
